Reporting misconduct – whistleblowing

CMI – Martti Ahtisaari Peace Foundation complies with laws, guidelines, regulations and ethical principles governing its activities. It is important that information about undesirable actions is brought to our attention as soon as possible so that we can determine what is going on and take corrective action if necessary.

Therefore, CMI encourages its employees and all its partners and stakeholders to report any suspected misconduct or unethical behaviour at CMI. Such suspicions may include, for example, negligent, unethical, fraudulent, suspicious, dishonest, or illegal conduct or behaviour by an employee.

 

How do I report misconduct?

CMI has opted to use the First Whistle online reporting channel for receiving misconduct reports. In accordance with the EU Whistleblower Directive and the Finnish Act on the Protection of Persons Reporting Infringements of European Union and National Law (Whistleblower Protection Act), the service operates outside CMI’s own data management system. Using this channel, you can safely and confidentially report any wrongdoing or other improper activity that you may have observed or suspect.

If desired, a report can be made anonymously, whereby communication with the whistleblower will only take place through the service. No personal information about you, such as your name, email address or IP address, will be stored without your explicit consent. The reporting channel is implemented and managed by an external service provider and does not store any information that could identify the whistleblower.

Anyone can submit a misconduct report. The notifier must be convinced of the veracity of the facts relating to their notification, but does not have to be able to substantiate their doubts. A report must only be made in good faith and must not be used to unjustifiably or intentionally harm another person.

Processing of reports

All reports will be treated in strict confidence and the information they contain will be subject to data protection legislation. CMI’s data protection policy can be found here.

Misconduct reports will only be processed by designated CMI case managers. Whistleblower protection safeguards people who report certain types of misconduct.

Employees are also encouraged to continue to report any concerns they may have directly to their supervisor.

The Whistleblower Protection Act establishes a three-tier reporting system. CMI’s Whistleblowing Channel is the primary reporting channel under the Whistleblower Protection Act where a whistleblower can report misconduct at CMI. If the whistleblower feels that no action has been taken on the report within the three-month time limit, they can report the matter using the reporting channel of the Chancellor of Justice. The third level of reporting is the public disclosure of information in accordance with the Whistleblower Protection Act.
